Ok, had a run yesterday - looting the wrecks is not penalized, only looting the boxes! You can even open the boxes to have a peep without starting the clock. So if there's only metal scraps or other minor stuff, the risk is not worth the loot.

These days there's plenty of wrecks in every asteroid belt due to "the agency"... I'd really like to loot those vessels, what are the consequences with Concord? Is there any problem after the 15 min cooldown?
